Connected Energy accelerates French BESS developments with first two building permits secured and new appointment

Dual announcement signals growing momentum in France as company advances its second life battery energy storage portfolio.

Connected Energy, a leader in second-life battery energy storage technology, has secured its first French building permits: for a 12MW project on a brownfield industrial site in Angoulême and a 9MW project in Centre Val de Loire. It has also appointed David Fonseca as a BESS project manager in France.

Together, the announcements mark a significant inflection point for the company’s French operations, demonstrating both the technical readiness of its development pipeline and its growing in-country capability.

The Angoulême permit covers a brownfield site in an established industrial area, situated alongside major industrial operators. The project will provide flexibility and load adjustment services to the local distribution grid. With the building permit in place, Connected Energy has now submitted a formal grid connection application. Subject to grid offer timelines, construction could begin within nine months.

The second permitted site, in the Cher department of Centre-Val de Loire, is being developed in partnership with the local municipality. Located at the intersection of a major industrial and commercial zone, the project will repurpose an underutilised industrial site, providing local grid flexibility while also delivering services at the national level.

Securing these building permits is a key milestone in our development ambitions. It shows that we are able to secure approval within a regulatory framework that was not designed with second-life BESS projects in mind. It opens the way for the next permits and gives us a strong basis to move faster across our growing portfolio.

David’s appointment deepens the technical capability of the French team at a critical moment in the portfolio’s development. Connected Energy currently has around 15 projects in its French pipeline, ranging from 6MW to 17MW.  David’s role spans the full development lifecycle: project conception and sizing, layout design, construction permit applications, grid connection requests and environmental permitting.

David brings over 5 years of experience in renewable energy project development, spanning technical design, EPC construction management, and post-commissioning performance monitoring. He holds a master’s degree in energy from Mines-Paris Tech University, Paris, and spent a substantial period at HDF Energy leading site assessments, layout design and technical conception. Most recently he held a development and performance role at an EPC construction firm, managing projects through commissioning and overseeing operational performance and warranty compliance for two years post-energisation.

The scale of curtailment across the French market is striking. I have seen it first-hand: well-functioning solar assets losing significant revenue because they have no means to store and despatch their generation. Connected Energy is addressing exactly that problem, and doing so with second-life battery technology adds a further layer of sustainability to the solution. The opportunity in France is substantial, and I am looking forward to building a portfolio that demonstrates what is possible.

French market context

France represents a significant growth opportunity for battery energy storage, driven by sustained curtailment of renewable generation, particularly solar. Grid congestion is limiting the volume of clean energy reaching consumers and co-located or standalone storage is increasingly recognised as the most effective remedy. France is expected to accelerate energy storage deployment over the coming years as policy and commercial drivers align.

In addition, the growing volume of end-of-first-life EV battery packs among Connected Energy’s partners in France reinforces both the local dimension and the circular economy credentials of the business model.

Connected Energy entered the French market in September 2025 with plans to develop a portfolio of second life BESS sites. The company has a mission to deploy over 1 GWh of second life batteries by 2030.

Connected Energy is looking to develop projects throughout the UK and France, working closely with industry partners and developers.
